What if my local government will not provide a Non-Availability of Birth Certificate statement?
Some local governments may refuse to provide such a statement because they have no evidence that the birth occurred there. In this case, you should write an affidavit swearing that you attempted to get the NABC statement and were refused. Evidence that you tried to obtain one, such as a copy of a letter or email you submitted and an official response should accompany the affidavit. You still need to procure the affidavits of relatives aware of your birth and secondary evidence.
