Other Employment-Based Greencard/I-140 General Issues

I already got my I-140 (NIW) approved, but since the priority date is not yet current for anyone born in China, I’m not eligible to file 485 as of right now.  Because of this, I’m in the process of filing EB1B. One of the questions, “Has any immigrant visa petition ever been filed by or on behalf of this person?” confuses me. Should I say “Yes”? But my 485 hasn’t been filed yet.
