can I submit my 140 form while I am in China?

I am planning to be in China in the next few months, so, can I submit my 140 form while I am in China? or I have to wait until I get back?

Yes. You can file the I-140 from any place in the world. But, you must be in the US in order to be eligible to file the I-485 for adjustment of status.
